Abstract:The development of major projects in the old and new energy transition test area makes the synergetic development very urgent in Shandong province on 2018, 1st. To evaluate the status and development of the cooperative development of the "experimental area" urban agglomeration, we can scientifically recognize the problems encountered in the development process of the "experimental area" urban agglomeration, and provide a theoretical basis for the formulation of regional development policy. In this paper, the core areas of Shandong new and old kinetic transformation pilot site, Jinan, Qingdao and Yantai, are selected as the research objects. Based on the 2010-2016 related data, the vector distance method is used to select the coordination index to carry out an empirical analysis on the cooperative development ability of across Jinan,Qingdao and Yantai city group. The results show that the relative degree of relative coordination between the three cities is unstable. From 2010 to the seven year of 2016, the phenomenon of first decreasing and increasing year by year in 2012 is the boundary, but the reasons for the change of the ability of the coordinated development of the core cities are different. The former is due to the improvement of system innovation ability, both lag behind the process of cooperative development, and lack innovative support for cooperative development; the latter is due to the continuous improvement of innovation ability and accumulation, and the process of cooperative development slows down, and the ability of rich innovation is difficult to be transformed into the motive force of cooperative development in the short term. Therefore, from the perspective of the construction of the pilot area, this paper puts forward the coordinated development strategy, which can better promote the coordinated development of Shandong Peninsula urban agglomeration and play a demonstration role in the coordinated development of other regions in China.
