集团型企业两化融合评估指标体系构建

Index System construction for assessing integration of informatizaitonand Industrialization in Enterprise Group

摘要:

当前基于《工业企业信息化和工业化融合评估规范》 GB/T 23020的两化融合评估指标体系,主要适用对象为具有单一类型主营业务的个体企业,对多主业并存且各主业间生产经营模式差别较大、多级子(分)公司分层管控且各子(分)公司组织管理模式多样化的大型企业集团并不适用。基于中央企业开展两化融合评估的实践背景和完善两化融合评估体系的理论需求,本文首先分析企业集团与单个企业在开展两化融合评估中的主要区别,提出集团型企业两化融合评估框架；其中,集团管控评估是集团型企业两化融合评估体系中的重要组成部分,本文在对集团型企业管控要素、管控类型进行梳理分析的基础上,构建了集团管控两化融合评估指标体系,并在中央企业两化融合评估中进行了广泛应用。

Abstract:

At present, there are a set of index system to assess integration of informatization and industrialization (III), which based on GB/T 23020 "Assessment specification on integration of informatization and industrialization for industrial enterprises". The index system mainly applies to individual enterprise with only one main business, and doesn’t work for Large-scale enterprise group which has multiple different main businesses and multi-level sub-subsidiaries. State-owned enterprise groups want to assess their level of III, and III index system is also needed to be optimized. Therefore, this paper first analyzes the main differences between the enterprise group and the individual enterprise in the assessment of III, and proposes III assessment framework of enterprise group. Enterprise group management assessment is an important part of the framework. Based on the analysis of enterprise group management elements and control types, this paper constructs the assessment index system of enterprise group management. And the assessment index system has been widely used in the assessment of State-owned enterprise groups.
