两化融合背景下我国企业工业管理基础能力评价研究

Evaluation study on the enterprises’ basic ability of industrial management under the background of integration of informatization and industrialization in China

摘要:

持续推进信息化和工业化融合是党中央、国务院的重要战略部署，也是推动制造强国、网络强国建设的扣合点。打造提升两化融合背景下的工业管理基础能力，是企业加快推进两化深度融合、实现转型升级和创新发展的重要前提。充分发挥评价的引导作用，从产品与服务、基础设施与资源、生产与运作、经营与管理和战略与组织5个关键维度22个重要方面构建企业工业管理基础能力评价框架，并给出具体的评价指标体系和评价方法。基于6万余家工业企业评估数据，系统分析我国企业工业管理基础能力和两化融合发展现状，并针对企业未来两化融合发展的主要路径与方法提出对策建议。

Abstract:

Continuous promotion of informatization and industrialization integration(III) is an important strategic deployment of the CPC Central Committee and the State Council, and also the buckle point to construct manufacturing power and network power. It is an important prerequisite for the enterprises to accelerate the deep integration of III and realize the transformation, upgrading and innovation development in order to build up the basic ability of industrial management(BAIM) under the background of III. To make the evaluation work as a guidance role fully, this paper constructs the evaluation framework from 5 key dimensions and 22 important aspects in specific, including products and services, infrastructure and resources, production, operation and management, strategy and organization, and then, the evaluation index system and the evaluation method are also provided. Based on the assessment data of more than 60 thousand industrial enterprises, this paper systematically analyzes the BAIM and the current situation of the development of III in China. At the same time, countermeasures and suggestions are put forward in view of the main ways and methods of the integration development of III in the future.
