区域科技政策评估机构发展对策研究——以广东为例

Research on the Development Strategy of Regional Science and Technology Policy Assessment Institutions: A Case Study of Guangdong Province

摘要:

区域科技政策评估需求的日益增长要求科技政策评估机构快速发展实现科技政策评估服务供需平衡。本文从宏微观层面探讨区域科技政策评估机构建设框架，深入分析广东省“自评估机构+第三方机构”建设情况，剖析广东省科技政策评估机构在发展中面临关系、财力、制度、人力和技术等诸多困境，为解除科技政策评估机构发展困境，必须完善区域机构体系，提升机构地位，加大机构资金支持力度，强化机构能力建设，以及开展机构监督评价。

Abstract:

The increasing demand for regional science and technology policy assessments require the rapid development of science and technology policy assessment institutions to achieve a balance between supply and demand of science and technology policy assessment services.?This paper explores the framework of regional science and technology policy evaluation institutions from macro and micro levels, and deeply analyses the construction of ”self-evaluation institutions”&”third-party institutions”in Guangdong Province and the difficulties faced by Guangdong science and technology policy assessment institutions in their development, such as relations, financial resources, systems, human resources and technology.?It is necessary to improve the regional institutional system, enhance the status of institutions, increase the financial support of institutions, strengthen institutional capacity-building, and carry out institutional supervision and evaluation in order to relieve their predicament of the development.
