随着高校专利行为活跃度的不断增加,仅从申请角度进行评价难以客观反映高校的实际科研创新能力,进行系统的评价显得尤为迫切与重要。本文选取陕西省专利申请量排名前十的高校为样本,运用平衡计分卡法对高校科研创新能力进行多维度多层级分解,建立综合评价体系,用AHP对各级指标权重进行合理性校验,并通过数据规范化和加权处理等过程对样本高校科研创新能力展开定量与定性评价与分析,测算了样本高校的科研创新能力指数,剖析了其科研活动中存在共性问题和个性特征。最后,文章对如何提升高校科研创新能力提出了针对性的对策与建议。

Based on the patent data,this paper evaluates the scientific innovation ability of the top ten universities in Shaanxi Province. In the process of evaluation, the concept of balanced scorecard is introduced to separate the scientific research and innovation ability of colleges and universities in multi-dimensional and multi-level. The rationality of multi-level index parameter weights is evaluated by AHP, and the evaluation system is established through the process of data standardization and weight processing. The universities ranking the top ten in the number of patent applications in Shaanxi Province are advanced. This paper makes a quantitative and qualitative evaluation and analysis of the scientific research innovation ability from various angles, calculates the index of scientific research innovation ability of the ten universities, analyzes the existing problems in their scientific research activities, and puts forward corresponding countermeasures and suggestions.
