Anticipatory Governance of Emerging Technologies: Connotation, Significance and Process

摘要:

本文主要采用质化研究方法，通过文献调研回溯了预期治理的缘起及发展，运用对比研究分析了预期治理与相近概念或理论的异同，在此基础上，本文拟界定预期治理的核心内涵，论述其主要意义，并从相关治理实践出发，探讨预期治理的基本过程，以期为中国制定相应的科技政策提供一些启示。

Abstract:

This article mainly uses the qualitative research methods, it applies literature research to trace the origin and historical development of anticipatory governance. Through comparative study, this article analyzes the similarities and differences between the anticipatory governance and the similar concepts or theories. On this basis, the article expounds its basic connotation and analyzes its main significances. From the perspective of relevant practices, it discusses the process of anticipatory governance in order to provide some inspirations for China to formulate corresponding science and technology policies.
