作为当今世界人才争夺战的最大赢家，美国的人才吸引战略可以划分为初始时期、正式形成时期和扩张时期3个阶段。制定开放、多元的移民政策，积极拓展国际教育市场和开展国际交流合作以利用别国人才资源等方式是美国吸引人才的基本路径。进一步，提出新时代我国人才队伍建设的战略走向，即推行开放、多元的人才吸引政策，鼓励本国留学生归国和引进海外留学生并举以及改善人才制度和科研环境，努力提高人才待遇。

Abstract:

As the biggest winner in the world's competition for talents, the talent attraction strategy of the United States can be divided into three stages: initial stage, formal formation stage and expansion stage. It is the basic way for the United States to attract talents by developing an open and diversified immigration policy, actively expanding the international educational market and developing international exchanges and cooperation to utilize other countries' talent resources. Furthermore, the article puts forward the strategic trend of talent team construction in the new era, that is, carrying out open and diversified talent attraction policies, encouraging domestic students to return home and introduce overseas students at the same time, improving talent system and scientific research environment, and striving to improve talent treatment.
