特色小镇生态福利绩效评价—以重庆为例

    因地制宜发展特色鲜明、产城融合的特色小镇是推进新型城镇化建设的重要举措。基于熵值法,以生态福利视角,选择重庆8个各具特色的小镇,以资源消耗和环境污染作为投入指标,从收入、健康、教育三个维度对居民福利产出进行量化评价,并运用Super-SBM模型,对生态福利绩效水平进行了综合评价,研究发现人均消耗标准煤和废气排放这两项指标对生态福利绩效影响最大;大部分特色小镇的REEI指数得分逐年降低,RHDI得分均逐年增加;在综合评价中,6个区县的生态福利绩效指数呈上升趋势,永川和涪陵呈下降状态;并对8个区县的绩效得分进行排序和综合分析。

    Abstract:

    It is an important measure to promote the construction of new urbanization by characteristic small towns. Based on the entropy method, 8 small towns with their own extraordinary features in Chongqing are selected by the performance of ecological welfare in this paper. Resource consumption and environmental pollution are considered as input indicators. The quantitative evaluation for the welfare output of the residents is carried out according to three aspects of income, health and education. Furthermore, comprehensive assessment for the performance level of ecological welfare is carried out by the Super-SBM model. The research has found out that two indicators-per capital consumption of standard coal and exhaust emission-pose the biggest influence on the performance of ecological welfare. The REEI index of most of small towns is decreasing annually, instead, the RHDI index of the towns is increasing annually. According to the result of the comprehensive assessment, the performance index of ecological welfare in 6 counties keeps maintaining an upward trend, in contrast, Yongchuan and Fuling present an order to find existing issues during the development of characteristic small towns.
