摘要:

改革开放四十年来,随着科技创新的发展,科技金融从当初政府政策业务实践层面走向国家战略层面,成为当前“双轮驱动”的重要组成部分。从最初的“科技与金融结合”发展到当前的“金融、科技与产业”的深度融合发展态势,科技金融的内涵和外延在变化,作为具有一定中国国情特色的学术范畴的理论研究也相对滞后。针对科技金融的实践探索历程及发展趋势,需要从“资本工具”、“创新政策”及“经济范式”三个维度去把握科技金融的本质及相关特征,进而丰富和发展相关理论体系,从而更好的发挥理论的政策价值和实践指导意义。

Abstract:

In the past 40 years of reform and opening up, with the development of scientific and technological innovation, from the initial level of government policy business practice to the national strategic level, sci-tech finance has become an important part of the current “two-wheel drive”. From the initial "integration of sci-tech and finance" to the current deep integration of "finance, technology and industry", the connotation and extension of sci-tech finance are changing, and the theoretical research as an academic category with certain characteristics of China"s national conditions is relatively lagging behind. . In view of the practical exploration process and development trend of sci-tech finance, it is necessary to grasp the essence and related characteristics of sci-tech finance from the three dimensions of “capital tools”, “innovation policy” and “economic paradigm”, thereby enriching and developing relevant theoretical systems, so as to better play the theoretical policy value and practical guiding significance.
