基于网络分析法的农业绿色发展政策绩效评价*

Research on the Performance of Agricultural Green Development Policy Based on Network analysis

摘要:

本文构建了农业绿色发展政策评估指标体系,基于xx市的财政局、农业委员会、农户采集的数据,运用德尔非法和网络层次分析模型,评价了农业绿色发展政策绩效水平。结果表明：政府在农业绿色发展政策宣传、政策覆盖力度、责任分工、风险评估能力及补助资金的及时发放方面需强化；农户应进一步明确在绿色农业经营效益水平、购买意愿、项目绩效考核和配套措施等方面的发展。

Abstract:

This paper constructs the evaluation index system of agricultural green development policy. Based on the data collected by the financial bureau, agricultural department and farmers of XX city, the performance level of agricultural green development policy is evaluated by using Delphi method and analytic network process model. The results show that the government should strengthen the propaganda of agricultural green development policy, policy coverage, division of responsibilities, risk assessment ability and timely distribution of subsidies. Farmers should further clarify the development of green agriculture in terms of operating efficiency level, purchase intention, project performance evaluation and supporting measures.
