珠三角城市创新绩效研究——基于粤港澳大湾区国家战略背景

Research on Innovation Performance of Cities in Pearl River Delta: based on the National Strategy of Guangdong-Hong Kong-Macao Greater Bay Area

粤港澳大湾区作为国家战略对于深化三地深度融合发展具有重要意义,科技创新作为城市经济发展的引擎成为湾区建设成功与否的重要因素,如何科学评价城市创新绩效成为亟待研究的重要课题。本文根据广东省21个地级市2008~2016年的面板数据,先用三阶段DEA模型测算各城市的综合技术效率值,再通过双重差分法构建计量模型分析大湾区对创新绩效的影响效果。结果发现,珠三角部分城市依然存在创新资源配置无效的情况；粤港澳大湾区成为国家战略后,珠三角城市的创新绩效提升了0.131个单位；不同的科技创新环境对城市创新绩效的影响程度不同。这样的结果意味着粤港澳大湾区的设立有利于促进城市的科技创新,珠三角政府应充分利用湾区的优惠政策,发挥自身优势产业,构建三地深度融合发展的新模式。

Abstract:

As a national strategy, the Guangdong-Hong Kong-Macao Greater Bay Area is of great significance for deepening the integration between Guangdong, Hong Kong and Macao. Because technology innovation is an important factor in the construction of the Bay Area, it is necessary to evaluate scientifically the innovation performance in the Pearl River Delta. This paper selects the panel data of 21 cities in Guangdong Province from 2008 to 2016, firstly uses three-stage DEA model to measure each city’s comprehensive technical efficiency, and then analyzes impact of the Bay Area on the Pearl River Delta’s innovation performance based on the measurement model with the Differences-in-Differences (DID). The results show that: some cities in the Pearl River Delta have an inadequate allocation of the innovation resources; the innovation performance has increased by 0.131 units because of the national strategy; Different levels of technological innovation have different impacts on urban’s innovation performance. The results mean that the establishment of the Guangdong-Hong Kong-Macao Greater Bay Area is conducive to improve science and technology innovation. Based on this, the Pearl River Delta government should fully use the preferential policies of the Bay Area and advantageous industries of each urban to improve its infrastructure construction and deepen integration.
