Abstract:The paper constructed a comprehensive evaluation index system for scientific and technological resource allocation based on scientific and technological resources input, scientific and technological achievements transformation, scientific and technological social contribution, and scientific and technological innovation environment. Factor analysis was used to compare horizontally the allocation of science and technology resources in 31 provinces and cities across the country. Using entropy method to analyze the differences in the allocation of science and technology resources in Guangdong Province from 2012 to 2016. The results show that the allocation of scientific and technological resources in Guangdong Province has steadily increased in recent years, showing a clear upward trend, but there is still a clear gap compared with Beijing, Shanghai, and Jiangsu. Finally, based on the results of the study, a policy path for upgrading the allocation of science and technology resources in Guangdong Province was proposed.
