中国农业科技园区研究进展与展望

Research Progress and Prospect of China Agricultural Science and Technology Parks

摘要:

农业科技园区在成立伊始就肩负着农业提质、乡村建设、农民增收的历史使命，在新时代更是实施乡村振兴战略的先行者和集大成者。本文通过梳理国内农业科技园区的研究进展，简要分析了相关研究的主要特点和不足，探讨了今后农业科技园区的创新研究领域和方向。随着创新驱动和乡村振兴成为国家战略，中国农业科技园区发展的宏观环境、微观基础、功能作用正在发生划时代巨变的背景下，从农业科技园区功能的系统性和整体性出发，在扩宽研究视野，优化评价体系和方法的基础上，把握农业科技园区发展动态变化趋势，加强不同维度下的园区比较研究，科学评价农业科技园区发展绩效，探究园区内外互动集聚效应的产生动机和机制，实证分析园区不同发展阶段下的集聚效应，提出农业科技园区及其与周边农业农村互动发展的政策体系与管理模式等,既是推进园区运行机制的理论创新和深化实证研究的需要，也是增强农业科技园区发展与新时代国家战略契合度提供科学决策服务的需要。

Abstract:

ASTP have been shouldering the historical mission of improving the quality of agriculture, rural construction and increasing farmers' income at the beginning of its establishment. In the new era, they are the forerunners and integrators of the rural revitalization strategy. By reviewing the research progress of ASTP, this paper briefly analyzes the main characteristics and shortcomings of relevant research, and probes into the innovation research fields and directions of ASTP in the future. As innovation drives and rural revitalization becomes a national strategy, China's ASTP of macro environment, micro foundation and functions happening an epoch-making change, from the viewpoint of the integrity and systemic functions of ASTP, on the basis of expanding research field of vision, optimization evaluation system and methods, to grasp their dynamic change trend, to strengthen the comparative study under the different dimensions and scientific evaluation their performance, explore the park motivation and mechanism of internal and external interaction agglomeration effect, empirical analysis agglomeration effect under the different development stages, put forward the policy system and management mode of ASTP and their interaction with surrounding agriculture and rural areas, which is not only the need to promote the theoretical innovation of ASTP’s operation mechanism and deepen empirical research, but also the need to provide scientific decision-making service to enhance the fit between the development of ASTP and the national strategy in the new era.
