四链互动视角下军民融合产业协调发展评价

Coordinated Development Evaluation of the Military-Civilian Integration Industry from the Perspective of Four-chain Interaction

摘要:

首先设计出军民融合产业协调发展过程中的“政策链-创新链-产业链-价值链”四链互动模型，利用微笑曲线和武藏曲线来诠释军工企业和民品企业的价值链状况，以技术生命周期为时间维度归纳出军工企业与民品企业之间的价值链融合途径。其次构建出军民融合产业协调发展的评价指标体系，并引入系统动力学协调度模型设计出军民融合产业协调发展的评价方法。最后结合实例分析，对四链互动视角下军民融合产业协调发展状况进行了评价，实证分析的结果表明，该城市在2012－2016年内三螺旋系统与军民融合价值链系统的耦合协调度数值不断提升，亦即该市的军民融合产业呈现出从基本协调到协调的相互促进状态。

Abstract:

Firstly, the four-chain interaction model including "policy chain-innovation chain-industry chain-value chain" during the process of military and civilian industry coordinating development is designed. The value chain status of military enterprise and civilian product enterprise is interpreted by smiling curve and Musashi curve. By using technology life cycle as the time dimension, the value chain integration approach between military enterprise and civilian product enterprise is generalized. Secondly, the evaluation indicator system for military and civilian industry coordinating development is constructed and the evaluation method military and civilian industry coordinating development is designed by introducing the system dynamics coordination degree model. Finally, by choosing a specific sample, the military and civilian industry coordinating development from the perspective of four chain interaction is evaluated. The empirical analysis result shows that the coupling coordination degree of the three spiral system and military-civilian integration value chain system in 2012-2016 is constantly improving, that is, military-civilian integration industry of this sample city presents a state of mutual promotion from basic coordination to coordination.
