Abstract:The economy of Shandong Province is in a critical period of power conversion. It is of great significance to grasp the dynamic development of regional science and technology innovation capability and the characteristics of spatial differences for regional balanced development. The article selects 17 cities in Shandong Province as the research object. Firstly, it constructs the evaluation index system of regional science and technology innovation ability in Shandong Province from the four dimensions of science and technology innovation initiation ability, scientific and technological innovation realization ability, scientific and technological innovation transformation ability and innovation environment support ability. The entropy weight method, the improved gray TOPSIS method and the spatial autocorrelation analysis are used to dynamically evaluate and visualize the technological innovation ability of 17 cities in Shandong Province from 2013 to 2016, and study the spatial difference characteristics; and finally proposes countermeasures to improve the scientific and technological innovation capability of Shandong Province.
