Abstract:On the basis of establishing the evaluation index system of scientific and technological innovation capability of the national science and technology innovation center, combined with the statistical data of 31 provinces and cities in 2016, we use principal component analysis and Matlab software to construct the evaluation model of technological innovation capability. The study found that: first, the technological innovation capability of provinces and cities in China is highly polarized, which is divided into 4 echelons. Beijing ranks first in the list, followed by Jiangsu, Guangdong and other coastal economically developed regions. Anhui and other central provinces and cities have certain potentials and foundations. Two, the common characteristics of provinces and cities with higher technological innovation capability are manifested in four aspects: they are high investment in research and test development, strong original innovation ability, good innovative resources and certain radiative driving capability. Finally, according to the results of the model evaluation, the paper puts forward some countermeasures and suggestions for Beijing to build the national science and technology innovation center.
