本文通过对中国城市营商环境指数和企业创新的微观匹配数据进行实证检验，结果表明，城市营商环境对企业创新具有显著正向影响。在考虑内生性等问题之后依然证明结论稳健可靠，营商环境的改善能够显著促进企业研发投入，这为城市营商环境与企业创新理论提供了中国的经验证据。本文对促进企业创新驱动高质量发展能提供重要的经济启示，通过深入分析营商环境指标对企业创新的影响，改善和塑造良好的城市营商环境研究，将有力推动企业高质量的发展。

Abstract:

this paper empirically tests the micro matching data of China's urban business environment index and enterprise innovation. The results show that the urban business environment has a significant positive impact on enterprise innovation. After considering endogenous and other issues, it still proves that the conclusion is robust and reliable, the improvement of business environment can significantly promote R & D investment,this provides China's empirical evidence for the urban business environment and enterprise innovation theory.This article will provide important economic implications for promoting enterprise innovation driven high quality development. Through in-depth analysis of the impact of business environmental indicators on enterprise innovation, improve and shape a good urban business environment research, will effectively promote the high-quality development of enterprises.
