Abstract:This study selects factor indicators from the five aspects of natural resources, human resources, capital investment, science and technology, and government policy to do Grey Correlation Analysis, so as to construct the evaluation index system of resource allocation efficiency of marine biopharmaceutical industry. Then the quantitative analysis and classification of resource allocation efficiency of marine biopharmaceutical industry in China"s coastal provinces were carried out fron 2006 to 2015, through the constructed CCR-BCC cross-evaluation model. The results show that government investment, marine drug R D investment and marine economic gross product are the main factors affecting the development of marine biopharmaceutical industry. In addition, there are significant differences in resource allocation efficiency of marine biomedical industry in coastal areas. It can be divided into four levels: the first level is Zhejiang, Guangdong and Shandong, the second level is Jiangsu, Shanghai and Liaoning, the third level is Fujian, Tianjin and Hebei, and the fourth level is Guangxi and Hainan.
