本文按 “标准的形成—产业化—市场化”三阶段划分法,构建产业层面的标准化能力评价指标体系,运用DEA模型对浙江省2009-2017年服务业的总体、地区和行业的标准化能力进行评价,并分析浙江省服务业在地区间和行业间的标准化能力的协调度。研究发现：(1)浙江省服务业标准化能力总体水平尚可,但不同地区之间和行业之间存在较大的差异性;(2)浙江省地区与行业间的标准化能力发展处于中度失调状态。文章针对上述评价结果分析其存在的不足,提出改善浙江省服务业标准化能力及其地区和行业间协调度的政策建议。

According to the three-stage division method of “standard formation -industrialization-marketization”, this paper constructs the evaluation index system of standardization ability at the industrial level, and uses the DEA model to carry out the standardization ability of the overall, regional and industry of the service industry in Zhejiang Province from 2009 to 2017. Evaluate and analyze the coordination of the standardization capabilities of the service industry in Zhejiang Province between regions and industries.
