当前我国正处于经济转向高质量发展的关键转型期,随着应急管理部的成立,机构改革和人员转隶使应急产业迎来了一个转型发展的新时代,与此同时,对于我国应急产业的发展也提出了新的要求和期望。本文在分析了近几年我国相关政策内容的基础上,提出了应急产业发展五个方面的需求,通过层次分析法(AHP)对五个需求点进行了定量分析,结果表明,科技创新需求为当前我国应急产业发展的关键需求,分析结果同时也验证了政策的正确导向。

At present, China is in the critical transition period of economic transformation to high-quality development. With the establishment of the emergency management department, institutional reform and personnel transfer is bringing the emergency industry a new era of transformation and development. At the same time, new requirements and expectations have also been raised for emergency industry. Based on the analysis of the relevant policies of China"s emergency industry in recent years, this paper proposes five aspects of demand. Through the Analytic Hierarchy Process (AHP), the five demand points are quantitatively analyzed. The results show that the demand for technological innovation is the most necessary for emergency industry, which also verify the correct orientation of the policy.
