内容:借助熵值法和泰尔指数法，构建了省域创新能力评价指标体系，对中国改革开放四十年来各省创新能力做了定量测评，以此分析界定了河南省创新能力在全国的地位。量化分析结果显示：上世纪90年代以前，河南省创新能力在全国处于第17-18位；90年代以后，河南省创新能力逐步攀升，2017年已升至全国的第9-10位。进一步提升河南省整体创新能力，应针对企业创设“省（市、县）长发明创造奖”，全面提升企业创新能力。挖掘高校老校区资源,创办“985高校研究生院河南分院”，为河南创新培养后备人才。打造更多中部舒适宜居城市，吸引青年英俊来河南定居等。

Based on the entropy method and Thiel index method, a theoretical evaluation indicators of regional innovation capability has been put forward, the innovation capability of Henan Province has been evaluated and the position of the innovation capacity of Henan Province in China was put in order. The evaluation results shows: for about 40 years of reform and opening-up that the level of innovation capability of Henan province in the 17th∽18th in China pre-1990, and then the capability shows an up trend in the last three decades. Finally, we put forward some advice and countermeasures to upgrading the ability of Henan Province.
