团体标准：高质量发展的动力引擎

Group standard: power engine for high quality development

摘要:

实现经济发展的高质量需要有高水平的标准作为引领,团体标准作为推动经济发展的重要制度安排,其在构建新型标准体系中发挥的作用也越来越明显。然而,团体标准在制定的过程中的科学性、规范性、协调性不够引发了社会各界对该类标准的质疑和广泛关注,建立团体标准评价机制为团体标准工作纠偏可提高工作效率,节约社会资源。本文在分析中国团体标准发展中存在问题的基础上,运用PDSA循环法构建出初步的团体标准评价机制,旨在为我国团体标准评价工作提供建议。

Abstract:

The realization of high quality of economic development needs to be led by high-level standards, and group standards, as an important institutional arrangement to promote economic development, play an increasingly obvious role in the construction of a new standard system. However, the lack of scientificity, standardization and coordination in the formulation of group standards has aroused the doubt and widespread concern from all walks of life. The establishment of group standard evaluation mechanism can improve the work efficiency and save social resources by correcting deviations in the work of group standards. Based on the analysis of the problems existing in the development of group standards in China, this paper constructs a preliminary evaluation mechanism of group standards by using PDSA cycle method, in order to provide Suggestions for the evaluation of group standards in China.
