    摘要:

    论文从创新价值链角度剖析了形成“死亡之谷”与“达尔文海”的科技经济困局现象及其原因,探析了数字经济条件下有效破解困局的治理机制。创新价值链上存在“价值链断裂”和“知识碎片化”问题从而导致知识创新到技术创新到产品创新的脱节和困局出现。实践层面的产学研合作方式因为组织边界约束无法调配持续创新所需要的资源,存在利益分配和权力控制方面的冲突致使合作难以持续。在数字经济条件下,通过设立具有独立法人资格的新型研发机构,运用数字技术进行数字化的外部跨组织管理和全链知识管理,可以有效破解这一难题。新型研发机构通过利用互联网、大数据、区块链等数字技术进行外部组织管理,可解决产学研合作动力机制与运行机制不一致的矛盾,突破组织边界约束,连接“知识创新、技术创新、产品创新”三环节,防止创新价值链断裂,保证知识流动畅通;同时根据市场需要进行知识挖掘、技术识别,集成创新,并与市场需求匹配进行知识服务,进行有效的全链知识管理从而解决知识碎片化问题,推动知识创新成果的有效转化。“新型研发机构+数字化治理”成为破解科技经济出现“死亡之谷”与“达尔文海”困局之道,数字化的外部跨组织管理和全链知识管理成为治理之法。

    Abstract:

    From the perspective of innovation value chain, the paper analyzes the scientific and technological economic dilemma of "Valley of Death" and "Darwinian Sea" and its causes, and analyzes the governance mechanism of effectively solving the dilemma under the digital economy. There are problems of “value chain break” and “knowledge fragmentation” in the innovation value chain, which leads to the disconnection and dilemma between knowledge innovation and technological innovation to product innovation. The industry-university-research cooperation mode at the practical level cannot balance the resources needed for continuous innovation because of organizational boundary constraints. Conflicts in the distribution of interests and power control make cooperation difficult to sustain.Under the digital economy, the establishment of new R&D institutions with independent legal personality to use digital technology for digital organization management and knowledge management can effectively solve this problem.By using the digital technology such as the Internet, big data, and blockchain to organize and manage, the new R&D institutions can solve the contradiction between the dynamic mechanism of the industry-university-research cooperation and the operational mechanism, and connect the three links of “knowledge innovation, technology innovation and product innovation”. To prevent the break of the innovation value chain and ensure the smooth flow of knowledge; at the same time, according to the needs of the market, the new R&D institutions can do knowledge mining, technology identification, integrated innovation, and matching with market demand for knowledge services, effective knowledge management to solve the problem of knowledge fragmentation, and promote knowledge innovation results effective conversion ."New R&D institutions + digital governance" has become the way to solve the dilemma of "death valley" and "Darwinian sea" in the science and technology economy. Digital organization management and knowledge management have become the method of governance.
