为使重大科技基础设施在我国创新体系建设中发挥更大作用,本文深入调研了欧美等发达国家和地区新建的一批不同类型的重大科技基础设施战略联盟,对其功能定位和建设路径进行了综合对比分析,研究发现重大科技基础设施联盟可能在协同区域发展战略、构建合作生态网络体系、促进关键技术协同创新、协调设施运行管理以及协同开放数据共享等方面发挥较好的促进作用。其建设路径可能是科学家主导,也可能是政府主导,建设和管理过程中会尽可能将利益相关方的意见和建议充分考虑进来,确保设施的发展能惠及多方面。并提出组建中国基于加速器的光源技术联盟,创新组织管理模式优化光源设施的协同管理,供政策研究和决策者参考。

To cause major research infrastructures play a bigger role in the construction of China's innovation system, this article has explored and investigated a number of different types of strategic league of major research infrastructure newly established in developed countries and regions such as Europe and the United States. Their functional goals and construction path have been compared and analyzed. Research found that strategic league of major research infrastructure may play a better role in promoting regional development strategies, constructing cooperative ecological network systems, promoting collaborative innovation of key technologies, coordinating facility operation management, and cooperating with data opening and sharing. The construction path may be led by scientists or government. During the construction and management process, the opinions and suggestions of stakeholders will be fully taken into account to ensure that the development of the facility can benefit multiple aspects. It also proposed the establishment of strategic league of major research infrastructure on accelerator-based photon source in China to innovate management style for optimizing collaborative management of light source. And we hope that the suggestions can be referenced to decision makers of R&D policy.
