高校专利技术作价出资的实践探索—以华南理工大学为例

Practical Exploration of Patent Valuation Investment in Universities

摘要:

党的十八大以来,为加快实施创新驱动发展战略,打通科技与经济结合的通道,国家高度重视科技成果转化。高校作为知识创新源泉、科技成果产出的重要载体和科技创新体系的重要组成部分,激发高校科研人员发明创造的活力和潜力,促进高校职务发明成果转移转化,是贯彻落实党的十八届三中全会重要内容的重要举措。本文拟通过分析2016-2017年高校专利转化的情况和方式,得出了高校专利作价出资创办企业以成为目前高校成果转化的主要方式,并阐述了高校以专利技术作价出资创办企业的优势和劣势,以华南理工大学的专利作价出资转移转化科技成果的实践经历为例,为高校做好专利作价出资创办企业提供可行的经验。

Abstract:

Since the Eighteenth National Congress of the Communist Party of China, the state has attached great importance to the transformation of scientific and technological achievements in order to speed up the implementation of the strategy of innovation-driven development and open the way for the integration of science, technology and economy. As a source of knowledge innovation, an important carrier of the output of scientific and technological achievements and an important part of the system of scientific and technological innovation, colleges and universities can stimulate the vitality and potential of scientific researchers"invention and creation, and promote the transfer and transformation of the achievements of university"s job invention. This is an important measure to implement the important content of the Third Plenary Session of the Eighteenth Central Committee of the Party. By analyzing the situation and mode of patent transformation in Universities from 2016 to 2017, this paper draws a conclusion that the establishment of enterprises funded by patent pricing in universities is the main way to transform the achievements of universities at present, and expounds the advantages and disadvantages of enterprises funded by patent technology in universities. Taking the practical experience of transferring and transforming scientific and technological achievements from patent pricing in South China University of Technology as an example, this paper makes a conclusion that the establishment of enterprises funded by patent pricing in universities is the main way to transform scientific and technological achievements. Good patent pricing provides feasible experience for founding enterprises.
