浅析科技优先领域选择实践中的困境与误区

Analysis on Predicaments of Research Priority Setting

摘要:

科技优先领域选择是科研管理决策中的重要议题。本文着眼以往相关实践中的困境误区，剖析了价值准则、内涵认知、参与机制、评价方法、资源配置、实施机制方面的常见问题。建议重视多元价值的协调统一，树立与科技强国目标相匹配的价值导向；处理好优先和一般、传统和新兴、大科学与小科学等结构关系；进一步发展方法论，优化优先领域组合策略，提高参与质量和开放程度，改进“减法”过程设计，强化资源配置联动和实施机制安排。

Abstract:

Research priority setting has always been the focus issue of research management. On the base of research review, this paper focuses on six common mistakes in domestic relevant practices, including value criteria, connotation recognition, participation mechanism, evaluation method, resource allocation and implementation mechanism. Some suggestions are proposed in the context of China, including pay more attention to the value orientation, the structural relationship and methodology. Specifically, to optimize priority areas combination, improve public participation, improve the design of "subtraction" process, strengthen the linkage with resource allocation, and enhance the arrangement of implementation mechanism
