21世纪是海洋的世纪,海洋国家实验室科技成果转化是推动社会经济发展的重要途径,而融资问题是影响我国海洋国家实验室科技成果转化的一个重要因素。本文从海洋国家实验室科技成果及转化的特殊性、融资渠道、科技金融环境等方面,分析了海洋国家实验室科技成果转化所面临的融资困境,探讨了传统融资方式与新型融资方式的特点,进而分析了海洋国家实验室科技成果转化各阶段所适用的融资方式。为了有力促进海洋国家实验室科技成果转化,应完善资本市场,发展新型融资方式,加大政府扶持力度,改善科技金融环境。

Twenty-first Century is the century of the ocean. The transformation of scientific and technological achievements of marine national laboratory is an important way to promote social and economic development, and the financing problem is an important factor affecting the transformation of scientific and technological achievements of marine national laboratory in China. This paper analyzes the financing constraints faced by the transformation of scientific and technological achievements in marine national laboratory from the characteristics of scientific and technological achievements in marine national laboratory, the characteristics of the transformation of scientific and technological achievements, the financing channels and the scientific and technological financial environment. Then, this paper discusses the advantages and disadvantages of various traditional financing methods and new financing methods. And then it analyzes the financing methods applied in the different stages of the transformation of scientific and technological achievements in marine national laboratory. In order to effectively promote the transformation of scientific and technological achievements of marine national laboratory, we should improve the capital market, develope new financing methods, increase government support and improve the financial environment of science and technology.
