国际科技合作基地运行管理研究及对策——以安徽省为例

Analysis and Countermeasure Research on Running and Management of International Science and Technology Cooperation Base: A Case Study of Anhui Province

摘要:

国际科技合作基地是我国开展国际科技合作的重要平台，在对外科技合作工作的过程中具有重要的引领和示范作用。本文以安徽省20家国家级和44家省级国合基地为例，分析国合基地的总体发展及管理情况，归纳国合基地运行的总体特点，并结合具体案例，总结国合基地在政策、建设思路、交流渠道、人才建设等方面的主要问题，提出完善领域建设、加大财政资金投入、加强队伍建设、加强交流与共享、加快智库建设等政策建议，以期进一步完善国合基地管理，推动安徽省国家级和省级国际科技合作基地发展，提升安徽省对外科技合作平台水平，助力安徽省建设更具影响力的创新型省份。

Abstract:

International science and technology cooperation base is an important platform for China to carry out international scientific and technological cooperation, and it plays a leading and exemplary role in scientific and technological cooperation. Taking 20 national-level and 44 provincial-level international scientific and technological cooperation bases in Anhui Province as examples, this paper analyses the overall development and management of the base, summarizes the general characteristics of the operation of the base and the main problems in policy, construction ideas, communication channels and personnel construction, and puts forward some suggestions to improve the construction and management of the base, such as increasing financial investment, strengthening team building, strengthening exchanges and sharing, and speeding up the construction of think tanks, etc. This paper aims to further improve the base management, promote base construction, so as to promote the level of Anhui Province's foreign science and technology cooperation platform and build a more influential and innovative Anhui.
