Abstract:Considering that the science and technology finance input and output process is composed of two stages of research and development and transformation , this paper constructs a network data envelopment analysis (DEA) method to evaluate the stage efficiency and comprehensive efficiency. Based on the data of China's science and technology finance input and output in 30 provinces and cities in 2009-2017, the paper analyzes and compares the efficiency of science and technology finance from the provincial level and the eastern, central and western regions. The study found that the gaps in science and technology finance efficiency between provinces are obvious, and most provinces show double inefficiency in stage efficiency;the efficiency of the research and development stage is higher than that of the conversion stage; the efficiency and overall efficiency of each stage in the eastern region are higher than those in the central and western regions. The research and development efficiency of the western region is higher than that of the central region, and the conversion efficiency is lower than that of the central region.
