Abstract:Based on the president budget information released by NOAA for the fiscal year 2011-2020, this paper evaluates and analyses the trend of budgetary expenditure, investment volume and budget content, so as to investigate the change of the macro strategic orientation of the U.S. government in the field of marine and atmosphere, and to provide useful reference for China to determine its ocean development strategy. Research shows: First, after fiscal year 2016, the United States has shifted to a more effective government management mode, refocusing on national security and core government functions. National marine management policies shifted from protecting Marine environment to ensuring economic development. The NOAA budget funds have been greatly reduced; Second, reducing the impacts of extreme weather and water events, maximizing the economic contributions of ocean and coastal resources, and spatial innovation will be NOAA"s priorities in the coming period; In order to ensure core functions and priorities, the six directly affiliated institutions of NOAA will make a lot of planning adjustments in fiscal year 2020.
