构建吸收能力与技术溢出的整合框架,探析基于吸收能力门槛的高新技术产业集聚与FDI技术溢出机制;收集中国高技术产业2000-2016年30个省市的面板数据,运用非线性面板平滑转换模型,测度产业集聚与FDI溢出效应大小,检验并测算其各自的吸收能力门槛效应及其区域异质性。研究发现:(1)产业集聚的溢出效应大于FDI的溢出效应;(2)追赶企业与内资企业的吸收能力跨越特定门槛,才能有效利用产业集聚与FDI技术溢出;(3)研发经费与研发人员引致的吸收能力门槛存在区域异质性。在此基础上,提出提升区域高新技术企业吸收能力、促进并利用技术溢出的有效政策建议。

Building the integration framework of absorptive capacity and technology spillover, and exploring the mechanism of high-tech industry agglomeration and FDI technology spillover based on absorptive capacity threshold; The paper collects panel data of 30 provinces and cities in China's high-tech industry from 2000 to 2016, using the nonlinear panel smoothing transformation model, measures the size of industrial agglomeration and FDI spillover effect, tests and measures the threshold effect of their respective absorptive capacity and their regional heterogeneity. Finding: (1) the spillover effect of industrial agglomeration is greater than that of FDI; (2) only when the absorption capacity of catch-up and domestic enterprises crosses a certain threshold, industrial agglomeration and FDI technology spillover can be effectively utilized; (3) regional heterogeneity exists in the absorptive capacity threshold caused by R&D funds and R&D personnel. Based on this, effective policy suggestions are put forward to enhance the absorption capacity of regional high-tech enterprises and promote and utilize technology spillovers.
