Abstract:Building the integration framework of absorptive capacity and technology spillover, and exploring the mechanism of high-tech industry agglomeration and FDI technology spillover based on absorptive capacity threshold; The paper collects panel data of 30 provinces and cities in China's high-tech industry from 2000 to 2016, using the nonlinear panel smoothing transformation model, measures the size of industrial agglomeration and FDI spillover effect, tests and measures the threshold effect of their respective absorptive capacity and their regional heterogeneity. Finding: (1) the spillover effect of industrial agglomeration is greater than that of FDI; (2) only when the absorption capacity of catch-up and domestic enterprises crosses a certain threshold, industrial agglomeration and FDI technology spillover can be effectively utilized; (3) regional heterogeneity exists in the absorptive capacity threshold caused by R&D funds and R&D personnel. Based on this, effective policy suggestions are put forward to enhance the absorption capacity of regional high-tech enterprises and promote and utilize technology spillovers.
