半导体产业国产化培育的实质是多方利益诉求的博弈，其背后由相应的协调机制支撑。本文基于我国半导体产业现状的剖析，以半导体产业国产化培育为现实基础，以利益嵌入视角提出该问题的分析框架，并运用演化博弈模型对国产化采购的可行性、监督式政企博弈的合理性和产业链协同结盟的有效性给予探讨。最后根据博弈分析结果设计了“整合产业群、升级技术层、融合工艺链”三位一体的半导体产业国产化培育路径。

The essence of the localization of semiconductor industry is the game of multi-party interest appeal, which is backed by the corresponding coordination mechanism. Based on the analysis of the status quo of China's semiconductor industry, this paper proposes the analysis framework of this problem based on the localization of semiconductor industry. The evolutionary game model is used to explore the feasibility of localized procurement, the rationality of the game between government and enterprises, and the effectiveness of synergy in the industrial chain. Finally, according to the results of game analysis, the three-in-one semiconductor industry localization cultivation path of “integrated industrial group, upgraded technology layer and integrated process chain” was designed.
