Abstract:People are widely focused on whether Multi-subject development and shared progress are appropriate for Inter-regional Environment Governance and how these can be achieved. First, based on an analysis of the characteristics of Inter-regional Environment Governance, this paper explains why it is necessary to pursue Multi-subject development and shared progress in Inter-regional Environment Governance. Second, based on a process theory of public policy, this paper develops a framework of the mechanism of Multi-subject development and shared progress in Inter-regional Environment Governance, which highlights the participation of the agents of government, market, Social groups and public in the overall process of Inter-regional Environment Governance. It suggests that the primary approach to maximizing public interest, which is regarded as the goal of Inter-regional Environment Governance, is to establish a mechanism of Multi-subject development and shared progress.
