Study and Countermeasures on Incentive Reform for Researchers of Guangdong’s Public R&D Projects

摘要:

在“放管服”背景下，总结广东省近年来关于财政科研项目科研人员激励变革的相关政策措施，分析政策措施实施中存在的主要问题，进一步提出加强部门间的协同管理、加快制定具体的配套操作指引、尽快修订完善相关上位法、建立有效的绩效激励考核制度的对策建议。

Abstract:

Under the background of management reform of national science and technology system, this paper summarizes the policies and practice of incentive reform for researchers of Guangdong’s public R&D projects in recent years. By studying the major problems in policies implementation, this paper also proposes countermeasures and suggestions for interdepartmental coordinate management, formulation of practical operation and improvement of legal measures, in order to provide effective performance incentive measurement system of Guangdong’s public R&D projects.
