我国现阶段共享经济发展障碍分析及相关的政策启示

Research on the Barriers and Policy Implications of Sharing Economy in Modern China

摘要:

针对以共享单车、共享汽车和互联网金融等为标志的平台经济是否就等于共享经济，以及部分平台经济的“真租赁、伪共享”模式是否也属于共享经济范畴等问题，通过对现阶段几种似乎与共享经济高度相关的新兴互联网商业模式进行分析与探讨，对我国现阶段共享经济发展中的几个关联概念以及共享经济所面临的发展困境提出学理性解释，重点分析了当前我国当前基于共享经济理念的若干商业模式存在的一些问题，并结合基于“共享经济”的基本经济学属性和特质提出了若干相关政策建议，尤其要突出绿色环保和可持续的发展理念，以及闲置社会资源再利用的“共享”特质，以期对当前我国共享经济的发展治理，以及国家粤港澳大湾区发展战略建设背景下的相关产业战略规划提供参考。

Abstract:

On issues of whether a platform economy marked by shared bikes, shared cars and internet finance is equivalent to a shared economy, and whether the "real lease, false sharing" mode of some platform economies also belongs to the category of shared economy, by analyzing and discussing several new Internet business models which appear to be highly related to the sharing economy at present, this paper puts forward a rational explanation of some related concepts in the development of sharing economy and development dilemma faced by sharing economy in our countryChina at present; in particular, the development issues of several business models based on sharing economy idea in China. Meanwhile,, and based onin terms of the basic economic attributes and characteristics of sharinged economy, some relevant policy suggestions including such concepts as green, low-carbon and sustainable development, reusing the idle social resource, and so forth, are put forward in order to provide the reference for sharing-economy governance and the relevant industrial strategic planning under the background of Guangdong-Hong Kong-Macau Greater Bay Area construction.
