基于区域创新能力的众创空间运行效率评价——以30个省市的众创空间为例

Evaluation of Operation Efficiency of Maker Space Based on Regional Innovation Capability: Taking the Maker Space of 30 Provinces in China as an Example

基于区域创新能力的视角，采用数据包络分析（DEA）模型和DEA-Malmquist指数，参照2016—2017年我国省级面板统计数据，构建众创空间的投入产出指标体系，从静态和动态两个维度对我国30个省区市（未含西藏和港澳台地区）众创空间的运行效率状况进行评价分析。研究结果表明：中部地区的创新综合效率优于东、西部地区，其中纯技术效率是造成综合效率低下的主要原因，各区域创新发展程度差异会加剧其众创空间的运行效率差异；部分省区市的全要素生产率仍未能达到有效状态，纯技术效率变化指数和技术进步变化指数是主要制约因素。基于研究结论，提出4点建议，为政府和相关企业对众创空间的运营管理提供参考。

Abstract:

Based on the perspective of regional innovation capability, referring to the provincial panel statistics from 2016 to 2017 and taking DEA model and DEA-Malmquist index, this paper constructs the spatial input and output index system of maker space, evaluates and analyzes the operation efficiency of 30 provinces, autonomous regions and cities in China (excluding Tibet and Hong Kong, Macao and Taiwan) from the static and dynamic dimensions. The research results show that the comprehensive efficiency of the central region is better than that of the eastern and western regions, and the pure technical efficiency is the main reason for the low overall efficiency, the difference in the degree of development of regional innovation in each province will aggravate the efficiency difference between the provinces；total factor productivity of some provinces still failed to reach an effective state, and the pure technical efficiency change index and the technological progress change index are the main constraints. Based on the conclusion of the study, four suggestions are put forward to provide reference for the government and related enterprises to provide reference for the operation and management of the public creation space.
