本文运用超效率DEA模型对2011－2016年中国25个省份（未含港澳台地区）的动漫产业创新效率进行测算，然后利用Tobit模型检验创新效率的外部环境影响因素。研究表明：考察期内25个省份的动漫产业创新效率先呈现出缓慢的下降态势，后有所上升，最后呈现出与经济发展一致的阶梯型局面；第三产业进程、居民消费水平、对外开放程度具有显著的正向影响；政府扶持力度、地区经济实力具有显著的负向影响；社会科技水平对东部地区有显著的负向影响，对西部地区有显著的正向影响。基于此，提出了培育和引进高端创新人才，打造开放的社会文化环境；加强产业交流与合作，促进产业跨界融合；改善政府资助结构，落实资金后期监督等建议。

Super-efficiency DEA mode is employed for measuring the innovation efficiency of China’s animation industry in 25 provinces, cities and autonomous prefectures (not including Hong Kong, Macao and Taiwan) among China from 2011-2016 and Tobit model for verifying external factors impacting the innovation efficiency. The research shows that, during investigation, the innovation efficiency in these 25 provinces, cities and autonomous prefectures has firstly dropped slowly, then started to rise, and finally in stepped form which conforms to the economic growth; the advance of tertiary industry, household consumption level and the degree of opening-up have a remarkable impact on the innovation efficiency in eastern China, while government support and local economic strength are significantly negatively related to that; social and technological level have adverse impact on the efficiency in eastern China but have positive impact on that in western China. Based on the findings mentioned above, this paper puts forward relevant suggestions, such as fostering and introducing higher-end and innovative talent, building an inclusive society and cultural circumstance, enhancing industrial exchange and collaboration, promoting trans-industrial integration; improving the structure of government funding and carrying out later supervision on funding.
