Abstract:From the perspective of lean management theory, this paper analyzed the organization, purpose, and pattern of scientific research management system of the UK’s Cardiff University and China’s Northwestern Polytechnical University (NPU). It is indicated that the scientific research management system of Cardiff University is a quality-oriented interdisciplinary matrix model. Its RIS is based on the UK’s Research Excellence Framework (REF) assessment system, characterized with flat structure and quality orientation. It is project-centered and service-focused. NPU’s scientific research management system is a quality-quantity-oriented unidirectional bureaucratic model, function-centered and administration-focused. It attaches more importance to project application and administration than project acceptance and service. The contrastive analysis generated the implication that scientific research management of Chinese universities has room for improvements in accuracy, detail, depth, and formality. Given new perspectives, clearer goals, more attention to quality, detailed processes, and active planning, they expect profound transformation in their scientific research management organization, its objectives, patterns, and assessment systems, which helps realize their scientific research function and boosts China’s construction of world-class universities.
