Abstract:Abstract: In order to objectively and accurately evaluate the quality of enterprise patents, this paper establishes an enterprise patent quality evaluation index system from three dimensions of patent technology quality, patent legal quality and patent economic quality. Based on the objective combination weighting method, this article further applies the idea of the biggest difference between evaluation objects to establish a combination weighting evaluation model of enterprise patents quality. Then an empirical study on the patent quality of knowledge-intensive enterprises in Wuzhong District of Suzhou City from 2014 to 2016. The research results show that this method has certain effectiveness and operability, and reveals that the proportion of effective patents in the enterprise accounts for all patents, the average number of claims of invention patents and the granting rate of invention patent applications are the three indicators with the largest weight coefficient in the evaluation of patent quality of enterprises. This research enriches the patent quality evaluation methods, and helps to provide practical reference for the improvement of enterprise patents quality and the formulation of government patent policy.
