仪器设备购置专项是科技支撑体系条件建设的基础保障,专项的实施从整体上提升了科研装备水平,促进原始性科技创新成果产出。本文调研了国内科学仪器设备购置专项相关文献,并重点从项目承担单位角度出发,详细介绍了修缮购置专项仪器设备购置类(以下简称“修购专项”)从项目规划、申报、实施到项目验收的全生命周期过程管理,阐述了当中的经验和注意事项,对修购专项管理提供了借鉴和参考。

Abstract:

Instrument and equipment special items are the basic guarantee for science and technology support system construction. The implementation of special items improves the level of scientific research equipment as a whole and promotes the output of original scientific and technological innovations. This paper investigates the relevant literature on the special items of scientific instruments and equipment in China, and introduces the life cycle management process of renovation and purchase special items in detail from project planning declaration to project acceptance. It also expounds the experiences and points for attention, and provides references for undertaking the special items of renovation and repair.
