长江经济带财政科技投入绩效及影响因素分析

Analysis of the Performance and Influencing Factors of Financial Science and Technology Input in the Yangtze River Economic Belt

运用超效率SBM模型和ML指数对长江经济带9省2市2007-2017年的财政科技投入绩效从静态和动态两个角度进行了测评,并在此基础上采用Tobit面板回归模型进一步对影响长江经济带财政科技绩效的外部影响因素进行了分析。研究结果表明：①长江经济带财政科技投入绩效地区差异显著,仅有45%的地区财政科技投入得到了充分有效的利用。②长江经济带财政科技投入绩效并不稳定,主要存在两方面问题,一是缺乏有效的管理；二是投入规模不合理。③从长江经济带整体来看,市场化程度、高等教育水平和产业现代化水平对财政科技投入绩效的提升有显著的促进作用,而对外开放水平对财政科技投入绩效的提升则有显著的抑制作用,经济发展水平和政府规模对财政科技投入绩效的提升并没有显著的作用,但这些外部因素对不同区域的影响存在差异。因此,建议通过加大财政科技投入规模,完善资金管理体制；深化市场改革,增强自主创新能力；优化政府职能部门规模,提高政府工作人员素质；优化产业结构,发展壮大战略性新兴产业等措施来提高财政科技效率,实现长江经济带高质量发展。

Abstract:

Using the super-efficient SBM model and ML index to evaluate the performance of fiscal technology investment in the 9 provinces and 2 cities of the Yangtze River Economic Belt from 2007 to 2017, from the static and dynamic perspectives, and further adopt the Tobit panel regression model. The external influence factors affecting the financial technology performance of the Yangtze River Economic Belt were analyzed. The results show that: (1) The regional performance of financial technology investment in the Yangtze River Economic Belt is significantly different, and only 45% of the regional financial technology investment has been fully and effectively utilized. (2) The performance of financial technology investment in the Yangtze River Economic Belt is not stable. There are two main problems: first, the lack of effective management; second, the scale of investment is unreasonable. (3) From the perspective of the Yangtze River Economic Belt as a whole, the degree of marketization, the level of higher education and the level of industrial modernization have significantly promoted the performance of financial technology investment, while the level of opening up has significantly inhibited the performance of fiscal technology investment. The level of economic development and the size of the government have not played a significant role in improving the performance of fiscal technology investment, but the influence of these external factors on different regions is different. Therefore, it is recommended to increase the scale of financial science and technology investment, improve the fund management system; deepen market reform, enhance independent innovation capability; optimize the size of government functional departments, improve the quality of government staff; optimize industrial structure, and develop strategic emerging industries. Improve the efficiency of financial science and technology and achieve high-quality development of the Yangtze River Economic Belt.
