基于ANP的新型研发机构共建绩效评价体系研究

Research on the Performance Evaluation System of New R&D Institutions Based on ANP

摘要:

文章基于新型研发机构产业化导向的特点以及建设需求,综合德尔菲法设计了科学的新型研发机构共建绩效评价指标体系。此外,运用ANP法,借助Super Decision软件计算了各项指标的对应权重,从研发条件、创新活动、创新效益以及人力资源等四个维度设计了产业化导向的新型研发机构共建绩效评价模型。研究发现：(1)成果产业化是新型研发机构开展科学研究活动的首要目标；(2)政府的政策扶持仍是影响新型研发机构建设的主要因素；(3)与传统的科研机构突出学术论文研究不同,新型研发机构的共建绩效评价更加注重研发产出、成果转化情况以及人才培养等关键指标。

Abstract:

Based on the characteristics of industrialization orientation of new R D institutions and construction needs, this paper designs a scientific performance evaluation index system of new R D institutions with Delphi method. In addition, using ANP method and Super Decision software, the corresponding weight of each index is calculated, and a new performance evaluation model of industrial-oriented R D institutions is designed from four dimensions: R D conditions, innovation activities, innovation benefits and human resources. The research finds that: (1) the industrialization of research results is the primary goal for new R D institutions to carry out scientific research activities; (2) the government"s policy support is still the main factor affecting the construction of new R D institutions; (3) unlike the traditional R D institutions, the performance evaluation of joint construction of new R D institutions is more focused on key indicators such as research and development output, results transformation and talent training.
