全新研发理念下国家重点专项的管理创新——以国家重点研发计划“战略性先进电子材料”重点专项为例

Management Innovation of National Key Special Program under the New Research and Development Concept: Taking the National Key Research and Development Program about the Strategic Advanced Electronic Materials Key Project as An Example

摘要:

国家重点研发计划积极响应建设科技强国的号召,深入实施创新驱动战略,部署实施重点专项。本文以国家重点研发计划“战略性先进电子材料”重点专项为例,总结介绍了在“全链条设计,一体化部署”研发理念下,国家重点专项的组织管理现状,指出了项目实施方面存在的需要完善的问题。在此基础上,有针对性的提出了提高国家重点专项科技创新效率和项目任务完成质量的建议。

Abstract:

The National Key Research and Development Program responds positively to the call of building a Technologically Strong Country, deeply implements the innovation-driven strategy, and deploys key projects. This paper summarizes the current state of the organization and management of the National Key Research and Development Program "Strategic Advanced Electronic Materials" key research projects under the "Full Chain Design, Integrated Deployment" research concept, and points out the problems that need to be improved in the implementation of the project. As a result, this paper puts forward some suggestions of improving the efficiency of technological innovation and quality of the project completion.
