广州工业企业科技创新能力评估与发展对策研究

Research on the Evaluation of Scientific and Technological Innovation Ability and Development Countermeasure of Guangzhou Industrial Enterprises

摘要:

基于2015—2018年广州和广东统计数据,通过构建企业技术创新能力评估模型,从研发投入、研发产出、创新组织与管理维度评估广州工业企业科技创新能力,发现存在企业创新能力不足、专利质量偏低、高层次人才缺乏等问题,并从工业企业和政府角度提出了增加研发投入,提高专利质量,培育引进创新型人才,重视产学研合作等解决办法。研究成果可为广州市企业及时采取合理的技术创新策略,加快企业转型升级提供依据,也可为广州市相关部门做出相应决策提供依据。

Abstract:

Based on the statistical data of Guangzhou and Guangdong in 2015—2018, through the evaluation of the enterprise technology innovation capability evaluation model, evaluating the technological innovation capability of Guangzhou industrial enterprises from the aspects of R D investment, R D output, innovation organization and management. It is found that there are problems such as insufficient innovation ability of enterprises, low patent quality, and lack of high-level talents. Then, proposing solutions from the perspective of industrial enterprises and governments, such as increasing R D investment, improving patent quality, fostering the introduction of innovative talents, and attaching importance to industry-university-research cooperation. The research results can provide a basis for Guangzhou enterprises to adopt reasonable technological innovation strategies in a timely manner, accelerate the transformation and upgrading of enterprises, and provide a basis for relevant decisions of relevant departments in Guangzhou.
