为了解各省份、行业、隶属、部属农业科研机构对外科技服务情况，合理利用农业科技资源，文章运用超效率-DEA和Malmquist指数方法测度2011-2016年各省份、行业、隶属、部属农业科研机构对外科技服务效率。得出以下结论:①各省份、行业、隶属、部属之间农业科研机构对外科技服务效率存在显著差异。②对于全要素生产率而言，各省份、行业、隶属都呈下降趋势分别下降11%、23%、23%,主要是技术进步下降引起的，而各部属全要素生产率提高11%，主要是技术效率进步起主要作用。③2011-2016年期间，农业科研机构对外科技服务效率呈现阶段性变化，在各省份、行业、隶属之间存在严重的不均衡现象。

In order to understand the foreign scientific and technological service of agricultural research institutions subordinate to the ministry of each provinces,and make rational use of agricultural scientific and technological resources,this paper construction of agricultural foreign scientific and technological service efficiency evaluation index system. super efficiency and Malmquist index methods were used to measure the external scientific and technological service efficiency of agricultural scientific research institutions from 2011 to 2016..the results show that: first, there are significant differences in the foreign scientific and technological service efficiency of agricultural scientific and technological research institutions among the subordinate departments of various provinces.second,in term of total factor productivity,the subordinate industries of all provinces showed a declining trend of 11%.23%,23%,which was mainly caused by the decline of technological progress,while the 11%increase of total factor productivity of all provinces was mainly caused by the improvement of technological efficiency.third,from 2011 to 2016,the efficiency of china’s foreign scientific and technological service has shown periodic changes,.there is a serious imbalance in the foreign scientific and technological service provided by agricultural research institutions in various provinces.
