Abstract:In order to find the way to enhance the competitiveness of group standards, this paper explore the cooperative behavior characteristics of the two types of participants: the group standards developing organization and the standards developing participating units, and constructs the cooperative network of group standards developing on the basis of sorting out the interested parties involved in group standards developing. Data are obtained through the national group standards information platform and analyzed by Ucinet 6 software. According to the analysis results, the cooperation?mode?of standards developing organizations and the standards developing participating units are divided into four modes: cooperative and co-advancement mode, core support mode, independent development mode and project promotion mode. Among these modes, cooperative and co-advancement mode has a positive interaction between the organization and the participating units, occupies an important position in the network structure. Therefore, the first mode is a more advantageous mode in the development of ICT industry group standards.
