Abstract:Following the principles of pertinence, systematicness and objectivity, an evaluation system of innovative elements agglomeration is constructed, which is based on the synthesis of entropy empowerment. Based on entropy weighting comprehensive evaluation method, using the data of 2003-2017 China's Statistical Yearbook of High-tech Industries, this paper measures and analyses the agglomeration of innovation factors of high-tech industries in China. The results show that the agglomeration level of innovation elements in China's high-tech industry is on the rise, and there are obvious differences in the agglomeration level between provinces. According to the evaluation results, the development path of innovation elements from decentralization to collaborative evolution is proposed, which includes four stages: decentralized development, quantity expansion, quality improvement and cooperative evolution, and summarized the development motive force and agglomeration characteristics of each stage.
