基于国际经验的科技智库评价体系建设研究

Study on the evaluation model and the characteristics of tank based on international experience

摘要:

国际智库评价主要包括以市场为主导的评价模式、以政府为主导的评价模式和以第三方为主导的评价模式。美国智库评价以市场为主导,韩国智库评价以政府为主导、德国智库评价则主要采用政府委托第三方机构开展的模式。在研究分析美国、韩国、德国智库评价流程和特点的基础上,对建立符合我国科技智库发展需求的智库评价模式、评价方法、评价指标体系等提出对策建议。

Abstract:

International think tank evaluation mainly includes market-led evaluation model, government-led evaluation model and third-party-led evaluation model. The US think tank is market driven. South Korea think tank is dominated by the government. The German think tank evaluation mainly adopts the mode of the third party organization commissioned by the government. Based on the research of the evaluation process and characteristics of think tanks in the United States, Korea and Germany, this paper puts forward some countermeasures and suggestions on the establishment of evaluation model, evaluation method and evaluation index system of think tanks that meet the development needs of science and technology think tanks in China.
