韩国政府出资研究机构的发展历程及对我国的启示

摘要:

近五十年来韩国政府出资科研机构的发展，对韩国科技和经济的发展起着重要作用。本文从韩国政府出资研究机构的发展历程、所取得的历史成就与现状等方面入手，分析了韩国从技术追赶时期到技术领先时期不同阶段的公共研究体系的特点，分析得出韩国密切关注基础研究发展、产学研合作与知识共享，且相关的政策得到了较好的落实。韩国政府出资研究机构的发展经验为我国提供了宝贵的借鉴作用。

Abstract:

Over the past 50 years, the development of public scientific research institute funded by the South Korean government has played an important role in the development of South Korea's science, technology and economy. By starting with the history, historical achievements and current situation of the public research institutes, this paper analyzes the characteristics of Korea’s public innovation system from the technological catch-up period to the technologically advanced stage. The research result shows that South Korea pays close attention to basic research development, university-industry cooperation and knowledge sharing, and related policies have been well implemented. The development experience of Korean public research institutions has provided valuable reference for China.
