Abstract:This paper took Chinese Agricultural Research Institute as research object, used DEA model to quantitatively measure its innovation efficiency, then constructed Tobit model to study the impact of human resources on its innovation efficiency. The study found that the contribution of scientific and technological talents to innovation efficiency of agricultural research institutes was greater than that of scientific research funds. With the increase of the proportion of managerial and R&D personnel, the innovation efficiency of agricultural research institutes increased at first and then declined. When scientific management personnel and R&D personnel of the synergy innovation agricultural research institutes accounted for 15.09% and 66.08% respectively, their innovation efficiency peaked. As for the independent and innovative agricultural research institutes, their innovation efficiency peaked when their scientific management personnel and R&D personnel accounted for 15.80 % and 64.09% respectively. High-tech ability of science and technology talents promoted innovation efficiency more than the highly educated science and technology talents. Compared with independent innovation, synergy innovation had more significant positive effect on innovation efficiency.
